Disastrous Venezuelan Model Shows Socialist Policies Endangering South Korea¡¯s Faltering Economy

If there¡¯s one model that President Moon Jae-in should avoid at all costs, it is that of Venezuela. The lives of that country¡¯s desperate citizens have vastly worsened since Nicolas Maduro as vice president took over as president after the death of his long-time political ally, Hugo Chavez, more than six years ago. They both were dedicated socialists, proud of the relations they had formed with North Korea, but Maduro has done still more than Chavez to ruin an already devastated economy.

Unlike South Korea, Venezuela was extremely fortunate to have vast oil resources that enriched the national economy as well as foreign companies that profited immensely from the country¡¯s oil wealth. First Chavez and then Maduro believed they could grab this wealth for their own citizens and also for themselves. Having nationalized the oil companies, they did everything possible to drive the foreigners from their land.

The problem was they were crude dictators whose progressive policies were so disastrous that upwards of two million people have fled the country, population about 32 million, in search of food, medicine and work. Maduro and Chavez have looted the national treasury, claiming to introduce programs for the benefit of the people while actually enriching themselves and those around them.

It is difficult to believe that President Moon could really follow their example in the name of wild-eyed socialist goals. Korea and Venezuela are vastly different. Korea¡¯s mighty business conglomerates, the chaebol, are far more advanced financially, technically and industrially than Venezuelan industry, which is basically low-tech and non-competitive internationally. Korea is far wealthier than Venezuela. Koreans earn about ten times as much on average as do Venezuelans. And Korea, of course, does not have oil resources that a progressive leader would love to nationalize for the benefit of ¡°the people,¡± notably himself, his cronies and their relatives.

The fact is, however, Moon is pursuing a socialist fantasy that may have once seemed driven by idealism, by high principles, by a desire to spread the wealth among the masses, a favorite word of socialists and Marxists. ¡°Since his election, Moon has been increasingly imposing his policies at an enormous cost to South Koreans,¡± write Justin Rhee and Riley Walters at the conservative Heritage Foundation in Washington. Moon¡¯s ¡°progressive policies,¡± are a threat to his nation¡¯s economy,¡± Rhee and Walters write. ¡°Young people in South Korea are suffering most from those policies as youth unemployment continues to rise. With national debt growing at a rapid pace, and a rapidly aging population, there are large concerns over the future of the South Korean economy.¡±

The more Moon listens to the socialists, Marxists and progressives around him, the greater the danger they will undermine the enormous gains made over the decades since the Korean War ended in 1953. His decision to raise the minimum wage and lower the maximum number of work hours may have been driven by a desire to improve people¡¯s lives, but they have had a boomerang effect. Many small companies have had to close while youth unemployment now hovers at 10 percent, a figure that would be much higher if we included underemployment of those who only work a few hours a week.

More significantly, the Moon government is elevating tax rates to as high as half the income earned by highly paid individuals and corporations while tightening regulations intended to restrict the power of the chaebol and their owners, including extended families of the founders and their offspring. The desire, in theory, is to encourage small and medium enterprise, but that¡¯s difficult while the large industrial empires actually lose productivity. These measures may not be as far-reaching as those in Venezuela, but the comparison provokes deep concerns and questions about the economic competence of Moon and his advisers.

That¡¯s not quite as bad as Venezuela. European socialism suggests government medical care, free education and high taxes. State-run corporations do exist, but so do huge financial firms and industrial complexes. The trend in Korea, however, may not be in the right direction. Some so-called ¡°progressives¡± envision state ownership of business and industry; everyone knows the results would be disastrous. The evidence lies not only in Venezuela but also north of the demilitarized zone in North Korea, where economic conditions are also horrendous.
