미국 대선은 한국의 안보를 어떻게 바꿀까?

도널드 트럼프 대통령의 공상적인 터무니없는 주장은 김정은과의 교류가 우리를 전쟁으로부터 멀어지게 했다는 것이다. 조 바이든이 11월 대선에서 트럼프를 꺾을 경우 항로를 변경해 한반도를 약 400만 명이 목숨을 잃은 1차 한국전쟁보다 더 심각할 수 있는 제2의 한국전쟁으로 몰아넣을 가능성이 있다는 뜻이다.

트럼프 대통령이 2017년 김정은을 ‘로켓맨’이라고 부르며 북한을 지도에서 지워버리겠다고 위협할 때 서울에 와 있었던 나는 2018년과 2019년 트럼프 대통령이 김정은과 만난 것이 2차 한국전쟁으로부터 우리를 구해준 것은 아니라고 확실히 말할 수 있다. 이 모든 허풍에도 불구하고 아무도 한국에서 다시 전쟁을 일으키려고 하지 않았다.

2016년 트럼프와의 불운한 대선에 앞서 버락 오바마 대통령 밑에서 국무장관을 지낸 힐러리 클린턴이 방한 기간 동안 한국을 방어할 필요성에 대해 확고하고 명료하게 이야기하는 것을 들었다. 그러나 그녀는 전쟁을 위협하지 않았다. 그녀는 소중한 동맹국으로서 한미간의 유대가 긴밀하다는 사실로 한국을 안심시켰다.

트럼프 대통령은 김정은이 남북정상회담 초청으로 여동생 김여정을 서울로 보낸 2018년 평창동계올림픽을 전후해 북한에 대한 항로를 변경했다. 김정은과 문재인 대통령은 두 달 뒤 판문점 남북경계선에서 만났고 김정은과 트럼프 대통령은 사상 첫 미북 정상회담을 위해 그해 6월 싱가포르에서 만났다. 그러나 돌이켜보면 트럼프 대통령과 김정은이 싱가포르에서 ‘핵 없는’ 한반도 문제를 약속하며 서명한 선언은 의미가 없었다.

트럼프 대통령은 김정은에게 한국군과의 대규모 연합훈련 중단에 합의하는 등 막대한 양보를 했다. 하지만 물론 김정은은 핵이나 미사일을 포기하는 데 대해 어떠한 조치도 취하지 않았다. 이제 관심은 바이든이 김정은이 비핵화에 진지하게 동의하도록 설득하는 데 트럼프보다 더 효과적일지 아니면 주로 제재의 형태로 미국의 끝없는 위협에 직면할지가 된다. 실제로 김정은이 올해 그가 공적으로 장기적 실종의 원인이었던 코로나 위협에서 살아남는다면 그는 아마도 그런 압박에 굴복하지 않을 것이다.

한미관계 복원, 트럼프보다는 바이든이 나을 것

다만 바이든은 트럼프 대통령이 한미관계를 손상시킨 일부를 복원할 것으로 예상할 수 있다. 그는 북한의 침략에 대비해 2만8500명의 미군을 한국에 주둔시키는 데 50억 달러를 지불하기로 동의해야 한다는 트럼프의 터무니없는 요구를 완전히 철회하는 것으로 시작할 수 있다.

미국 협상단은 50억 달러 규모의 협상 근처에도 가지 못하고 미국과 한국은 협상에서 교착 상태다. 미국은 한국이 현재의 연간 약 9억 달러 수준에서 2억 달러에서 3억 달러까지 부담을 늘리기를 원한다. 사실 바이든이 당선된다면 미국과 세계 다른 나라들 사이의 손상된 관계를 회복해야 할 것이다.

트럼프는 친구들과 동맹국들을 불쾌하게 만들며, 미국의 방위 공약을 약화시키겠다며 경종을 울리고 있다. 유럽에 있는 미국 동맹국들 또한 미군 주둔 비용에 대해 다른 나라들에 그들의 기여를 늘리라는 트럼프의 요구에 걱정하고 있다. 앙겔라 메르켈 독일 총리는 트럼프 대통령이 주둔 미군 3만6000명 중 3분의 1을 독일에서 철수시키기로 한 데 대해 충격을 받았다.

트럼프는 한국에 대해 비슷한 위협을 하고 있다. 만약 남한이 합의를 거부한다면 그는 단순히 미군 수천 명을 철수시키기로 결정할 수도 있다. 문 대통령이 김정은과 친해지고 싶어 하는 열의를 고려하면 아마도 주한미군 감축은 그리 속상하지 않을 것이지만 한국의 보수당 의원들은 물론 집권 진보당 의원들도 미국이 남한에 대한 약속을 축소하는 것을 달가워하지 않을 것이다.

그렇다면 미국과의 무역 분쟁이 있는데 한국의 대미 무역흑자가 연간 200억 달러 이상이다. 트럼프 대통령이 김정은이 엄포와 허풍을 넘어서는 모습을 보일 경우 주한미군 및 기지 비용을 한국이 훨씬 더 많이 내라고 요구하는 것도 한 가지 이유다. 바이든 역시 그 엄청난 흑자에 만족하지 않을 것이지만 분노에 차서 미국의 한국 방어를 위태롭게 하지는 않을 것이다.

트럼프와 바이든의 한국 정책을 비교하는 데는 아이러니가 있다. 트럼프는 보수주의자, 바이든은 진보주의자다. 일부 한국인들은 미국의 보수적인 대통령이 북한에 대해 남한의 보수주의자들과 협력할 것이라고 생각한다.

사실이 아니다. 민주당의 기둥인 진보성향의 미국 대통령들은 김정은의 조부인 김일성의 명령으로 북한군이 침공한 것을 막아내는 1950년 해리 트루먼 대통령이 신속한 결정을 해서 남한을 방어한 오랜 기록을 가지고 있다.

In Biden Versus Trump, Who's More Likely to Defend South Korea? Biden Would Conclude Deal on Bases, Trump is Unpredictable

Among the more fanciful of President Donald Trump’s absurd claims is that his interaction with Kim Jong-un kept us out of war. The implication is that Joseph Biden, if he defeats Trump for the presidency in November, might reverse course and plunge the Korean peninsula into a second Korean War, possibly worse than the first Korean War in which about 4 million people, the majority civilians, were killed.

Having been in Seoul in 2017 when Trump was calling Kim “rocket man” and threatening to wipe North Korea off the map, I can say with certainty that Trump’s meetings with Kim in 2018 and 2019 did not save us from Korean War II. For all the big talk, no one was about to go to war again in Korea.

I heard Hillary Clinton, as secretary of state under President Barack Obama before her ill-fated presidential campaign against Trump in 2016, talk firmly and clearly during visits to Seoul about the need to defend South Korea. She did not, however, threaten war. She simply reassured Korea, as a valued ally, of the tightness of the bond between the U.S. and Korea.

Trump reversed course with North Korea around the time of the PyeongChang 2018 Winter Olympics when Kim sent sister Yo Jong to Seoul with an invitation for an inter-Korean summit. Kim and President Moon Jae-in met two months later on the North-South line in Panmunjom, and Kim and Trump met in Singapore in June for the first-ever U.S.-North Korea summit.

In retrospect, however, the statement that Trump and Kim signed in Singapore promising a “nuclear free” Korean peninsula was meaningless. Trump made a huge concession to Kim, agreeing to halt large-scale joint exercises with South Korean troops. Kim, of course, has not done a thing about giving up his nukes and missiles.

Now the question is whether Biden would be more effective than Trump in persuading Kim to agree seriously to denuclearization or face endless threats from the U.S., mainly in the form of sanctions. In fact, if Kim survives the threat of the corona virus, which may account for his prolonged disappearances from public view this year. he would probably not give in to such pressure.

Biden, however, could be expected to repair some of the damage that Trump has inflicted on U.S.-Korean relations. He could begin by dropping entirely Trump’s absurd demand that the South agree to pay as much as $5 billion for keeping 28,500 U.S. troops in Korea, on perpetual guard against the North. U.S. negotiators are not holding out for anywhere near the $5 billion figure, but the U.S. and South Korea remain far apart on a deal. The U.S. wants South Korea to increase its burden by $200-$300 million from the current level of about $900 million a year

Actually, Biden, if elected would have to repair damaged relations between the U.S. and other countries around the world. Trump has offended friends and allies, spreading alarm by his desire to undermine if not betray U.S. defense commitments. U.S. allies in Europe are also concerned by his demands for other countries to increase their contributions for having U.S. troops poised to defend them. German Chancellor Angela Merkel was shocked by Trump’s decision to pull one third of America’s 36,000 troops from Germany.

Trump holds a similar threat over South Korea. If the South refuses to come to terms, he may simply decide to withdraw a few thousand U.S. troops. Considering Moon’s eagerness to get along with Kim, perhaps a reduction in U.S. military strength in Korea would not be too upsetting, but many members of the ruling liberal party as well as Korean conservatives would not be happy to see the U.S. scaling down its commitment to the South.

Then there is the trade dispute with the U.S. South Korea’s trade surplus with the U.S. is more than $20 billion a year. That’s one reason why Trump demands South Korea pay far more for U.S. troops and bases if Kim shows signs of going beyond bluff and bluster. Biden would also not be happy about that huge surplus but he would not compromise U.S. defense of South Korea in a fit of rage.

There is a certain irony in comparing the likely policies of Trump and Biden on Korea. Trump is a conservative and Biden a liberal or progressive. Some Koreans no doubt think a conservative American president would align with conservatives in the South on North Korea. Not true. Trump is extremely unpredictable whereas liberal American presidents, pillars of the Democratic Party, have a long record of defending the South going back to President Harry Truman’s swift decision in 1950 to turn back invasion by North Korean troops on orders from Kim’s grandfather, Kim Il-sung.
